A web application is a good idea, & I think necessary if we anticipate a large global response.
As far as awards go, a trip to NASA would be great as long as we understand that that would require additional funds, ie. airfare, tours around the facility, etc. Since this is a global affair, we may not want to necessarily limit ourselves to NASA, and include JAXA, ESA, etc.
Also, what about a trip with Zero-G as a (second or first-place) prize? That would not only promote the privatization of the space industry, but offer a bigger network of people to contact during the participants' outreach campaign.

A trip to NASA is great - but what if the winner is from outside the US? than a plane ticket will also be needed... the same is with Zero-G. THe flight is about $3500, and that's without tickets to Florida and accomodation. It would be cheaper to offer sponsorship to the next SGC in Europe (and might be more productive for continuety!).

I don't think we should necessarily limit the number of participants, but having a document (2 page or less) that outlines the plan and objectives would give us a good idea of what to expect from the final submissions (both in terms of quality and quantity). I will start a new thread to discuss this further.
I second JAXA, ESA, etc. At least here in the U.S. there are a number of small, private companies that would probably be interested in being involved. Having a company’s name mentioned at the award ceremony would be good PR for them, and hopefully a hefty donation to the award fund.
P.S. One thing to think about in sending multi-national student to other countries is export control laws. The sponsoring organization would have to let non-citizens view their projects/laboratories.
Quite a nice suggestion there for an online application. May I suggest something that I hope would help bring out a more creative part of them, something of sort of a tell a tale through photographs, which ofcourse can be accompanied by a writeup, however small it may be. This I think can help bring out the inspiration and enthusiasm of the workforce and also the feeling of contribution and recognition for everyone who is involved. Also it would help us how does one plan to "do" things instead of only seeing them on paper and judging them by how good they look/sound. There can be a part in the application that might want applicants to submit a plan to do something big, alloted a given amount of budget and within certain time frame.
I feel the idea of bringing together students for a trip to different Space organisations is fantastic as it would offer them a unique chance to learn and bring home not just knowledge but inspiration for many others to follow suit. As of the export laws, I dont know them so I dont comment on them ! I hope some of our "law"ful friends help us out on that :)
