Project Submission Process
It was suggested in another topic (awarding) that we should have a two-stage application process.
Instead of just submitting a report/presentation of what the students completed, why not have them submit a pre-application before starting their endeavor? I would make the pre-application be less than a few pages, just enough information to outline their project. I think this would serve a few purposes; first is that a general idea of the extensiveness of the project could be determined very quickly, making the review process faster. Second, it would force the teams to be more motivated and do a little planning and state their goals. Also, comparing the two documents would show how the team’s objective and their result compare.
On the other hand, having a pre-project proposal effectively doubles the effort needed for the review process.
Any thoughts?

If you want pre-project proposal you need to define the format, length, and have people clearly define what they want to do. On the one hand it is good, because it makes people think and put more effort into it. On the other hand, you than need some more people and time to review it!!
However, I'm for pre-project proposal, because it makes a bigger commitment. and it also gives us a better estimation about who is involved.

For a pre-project proposal, I was thinking a single document of 500 - 1000 words(2 typed pages), possibly a concept drawing or diagram if applicable to the specific project. Included should be at least:
(a) a general plan,
(b) set of goals,
(c) expected number of people involved (both project members and audience),
(d) and a description of how their project influences space exploration.

I'm not totally convinced of the pre-project submissions, just because it may eliminate more potential applicants. Though you're right that it would show commitment and enthusiasm for the cause, it may also be the slight thing that makes groups question the credibility of the award, as they wonder why there is a tiered application process unlike the majority of other awards. If we limit the application process to necessity then that allows more time for the groups to focus on their outreach efforts.
Just throwing thoughts out there.
I love the idea of having a screening process... but more paperwork? we dont want to become like one of them organizations that ends up with piles of paperwork and a few results.
I think we could transform this idea into a survey, that is not so hard to create where we can keep track of the applicants.
